ALBANY, NY – “The Upgrade NY Collaboration applauds the inclusion of $200 million for modern, zero-emission Thermal Energy Networks (TENs) in the final New York State budget. This critical investment will jumpstart shovel-ready decarbonization projects at campuses from Buffalo to Purchase to Albany, and support the decarbonization and expansion of Jamestown’s aging district steam system. These projects will serve as models for clean, resilient, and energy-efficient infrastructure across the state—delivering real climate and public health benefits while creating family-sustaining union jobs and transforming communities through innovation in the clean energy economy.
By advancing funding this year, New York is helping build a robust pipeline of neighborhood-scale decarbonization projects that reduce emissions, lower energy costs, create near-term union jobs and catalyze a union-led clean energy transition. This budget continues New York’s national leadership in thermal energy networks, building on the progress of the 2022 Utility Thermal Energy Network and Jobs Act and supported by the Environmental Bond Act. We thank Governor Hochul and the Legislature for recognizing the urgent need to modernize our infrastructure and invest in solutions that strengthen communities and deliver on our climate and equity commitments.”
